The Department of Public and Foreign Employment Service (DPFES) is the national authority responsible for coordinating, regulating, and promoting safe, lawful, and structured employment pathways for Cameroonian citizens both within the country and abroad. The department ensures that all overseas employment activities comply with national policies, international labor standards, and the civic responsibilities required of citizens seeking work opportunities abroad. DPFES operates under the supervision of the Ministry of Employment and Vocational Training (MINEFOP) and collaborates with national institutions, foreign governments, licensed recruiters, and international partners to safeguard the rights and welfare of Cameroonian workers.

1. Overseas Employment Facilitation & Advisory

  • Guides citizens interested in working abroad
  • Providing accurate information on approved countries, legal requirements, safe recruitment channels, and pre-departure obligations.

2. Recruitment Agency Licensing & Monitoring

  • Registers, evaluates, and monitors private recruitment agencies to ensure compliance with national labor standards
  • Protect job seekers from fraudulent operations.

3. Worker Skills Assessment & Certification

Provides evaluation and certification of professional, vocational, or technical skills required by both local and international employers.

4. Labour Mobility Programs Management

Coordinates bilateral or government-approved mobility programs that support safe, structured, and lawful employment of Cameroonians abroad.

5. Pre-Departure Orientation Programs

Trains outgoing workers on cultural expectations, workers’ rights, contracts, safety, and support structures in the destination country.

6. Workers’ Rights Protection & Assistance

Offers grievance channels, support services, and coordination with foreign missions to assist Cameroonian workers facing abuse or contract violations abroad.

7. Employer Verification & Accreditation

Screens and validates international employers and recruitment partners to ensure they meet required labor, welfare, and contract standards before engaging Cameroonian workers.

8. Labour Market Information & Research

Provides data on employment trends, labor demands, skill shortages, and overseas opportunities to support informed decision-making for job seekers and policymakers.

9. Reintegration Support for Returning Workers

Supports returning migrants by offering career counselling, local job placements, entrepreneurship support, and skills recognition.

10. Public Awareness & Community Outreach

Conducts campaigns on safe migration, legal recruitment pathways, workers’ rights, and fraud prevention.

The Department of Public and Foreign Employment Service Cameroon (PFESC) works through a broad and coordinated network of national and international partners to ensure that Cameroonian citizens access safe, structured, and lawful employment opportunities abroad. These partnerships strengthen the integrity of the NOEERCC program and maintain high standards of labour mobility management.

We work closely with:

  • Approved foreign labour ministries and immigration authorities to validate labour needs, verify employment offers, and align documentation procedures.

  • Embassies, consulates, and diplomatic missions to ensure that Cameroonian workers receive legal entry status, proper visa guidance, and consular assistance when necessary.

  • National workforce agencies abroad to promote orderly labour mobility programs that protect the rights and welfare of Cameroonian citizens.
