The National Overseas Employment Eligibility & Civic Responsibility Clearance Certificate (NOEERCC) application process ensures that Cameroonian citizens meet all civic, legal, and professional requirements before seeking structured employment opportunities abroad. The steps below outline the full procedure from account creation to certificate issuance.

Applicants must review:

Complete the Application Form

Applicants will fill in:

  • Personal information
  • Contact details
  • Purpose of seeking overseas employment

All fields marked mandatory must be completed accurately.

Upload Required Documents

Applicants must provide clear and valid digital copies of required documents such as:

  • National ID card or valid passport
  • Passport-sized Photograph (recent)

  • Any additional documents requested by the department

All documents must be clear, readable, and in JPG, PNG, or PDF format.

Review and Confirm Information

Please verify:

  • All personal details
  • Document clarity
  • Correct spelling of your name (as it will appear on the certificate)

Click Sumit application  when done.

Application Review

After completing you enteries, click Submit Application.
Your application will:

  • Enter the review queue where the department reviews: Civic responsibility compliance, Legal background checks, Document authenticity, Eligibility status.
  • Be examined by verification officers
  • Trigger SMS/email updates at each stage.

Once the review is completed

  1. If approved, You will receive an SMS and email confirmation with steps on how to make the payment.

    The certificate will be processed withing 1–3 working days after approval.

  2. If rejected, the applicant is informed with reason(s) and may reapply after resolving the issue.

If additional information is needed, the applicant will receive a notification to upload missing documents or provide clarification.

Pay the Application Fee

Applicants must pay the required application fee of 63,800 XAF  through approved channels such as:

  • MTN Mobile Money
  • Orange Money

You will receive an SMS and email confirmation

Receive Your NOEERCC Certificate

Once approved, Applicant will be able to:

  • View it in dashboard
  • Download the
    Certificate (PDF)
    Share it with employers/agencies
  • Validate it via QR Code/ID number
  • Globally verifiable
